The ultimate goal of CRI is to utilize science and technology to improve "Quality of Life", a concept first propounded and practice by His Majesty the King in the Royal Initiated Projects.Objective Scientific progress often depends on close interaction between scientists involved in basic and applied research. Accordingly, CRI will play a key role in bringing local scientists from various academic institutes to work together, and at the same time, seek collaboration and funding from international organizations and institutes to support research and related activities.The specific objectives of CRI are as follows :To promote and conduct basic as well as applied research of national importance, in particular, that which will improve "Quality of Life"To act as a centre for education and developing high caliber personnel in the field of science and technology.To bring together local and foreign scientists to discuss and solve emerging problems, to promote scientific exchange, and act as a center for international cooperation.To identify, catalyse and mobilize resources for research and development in science and technology.

In 1971, three leading universities (Chulalongkorn University, Kasetsart University, and Mahidol University) in Thailand came together to study the issues regarding laboratory animal resources for research within the nation. It was decided to establish in Mahidol University, Salaya campus, a facility to supply appropriate laboratory animals. The WHO/UNDP supplied help and needed expertise in the early phases of development. In 1980, the breeding program produced its first animals for research. Over a period of 13 years, the facility has evolved to become the National Laboratory Animal Center. This official designation was granted by the National Committee of Economics and Social Development of Thailand in 1987. The mission statement of the NLAC-MU is to breed and supply laboratory animals. The center endeavors to maintain the highest possible quality standards in order to serve the needs of the research and educational community in Thailand. The center is able to meet any request for gender, age, size, and number of listed breeds (see Customer Service), while maintaining health and genetic quality control. In addition to meeting our mission statement, the center has expanded it's services to include the training of animal caretakers, research and educational services in laboratory animal sciences, and a laboratory animal information center. NLAC-MU is in the forefront of efforts in Thailand to establish humane treatment protocols in the use of laboratory animals that reflect international standards. These services and efforts reflect the on-going mission of the center to be an integral part of the research community in Thailand.
Naresuan University’s mission is to become a research-based university before 2017. Life science research is one of the university major research areas in which laboratory animal plays an important role.The NUCAR is the unit desired to serve all the university researchers for all studies in rodents and rabbits. There is no satellite animal holding room outside the facility of NUCAR. In addition to the building construction cost, the university annually supports management budget to the center. Major regulations involving animal use and care approved by Naresuan University Animal Care and Use Committee (NUACUC) must be subsequently ratified by the University Administrative Committee.The NUCAR has primary responsibility for the implementation of the Animal Care and Use Program at Naresuan University. The NUCAR provides:1. Laboratory animal colony management and husbandry.2. Veterinary preventive medicine and medical care.3. Consultation pertaining to animal care and use, as well as veterinary medical issues in protocol development.4. Support for compliance with animal use protocols carried out in NUCAR facilities.5. Training in the care and use of laboratory animals.6. Reports of requirements to the NUACUC
